WORLD CHAMPIONSHIP 2008
INTERNATIONAL DART 18 CATAMARAN
9 –15 August 2008
Organized by The Dutch Dart 18 Class Association in conjunction with Sailing Club Workum, IJsselmeer, The Netherlands and International Dart Association.
NOTICE OF RACE
1. RULES
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2. If there is a conflict between languages the English text will take precedence.
1.3. Sails shall carry the full sail number and National Letters on the mainsail. In a change to RRS 77 and RRS Appendix G, these National Letters shall be affixed to the panel under the sail numbers.
1.4. Add to RRS A11: ARB means scoring penalty after arbitration.
1.5. RRS 44.1 will be changed as follows: The penalty for breaking a rule of RRS Part 2 shall be one turn only including one tack and one gybe.
1.6. RRS 32.1 is changed. See NOR 6.4.
1.7. If this Notice of Race is amended, the amendment will be published at the event website www.dartworlds.com
2. ADVERTISING
2.1 The regatta is designated category “C” in accordance with ISAF Regulation 20 - Advertising Code.
2.2 Boats shall be required to display a bow number and advertising of the event sponsors on both sides of both hulls in accordance with ISAF Regulation 20.3(d)(i).
3. ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the International Dart 18 Catamaran Class, which hold a valid measurement certificate.
3.2 All helmsmen/women must be paid-up full members of a National Dart 18 Catamaran Class Association. Proof of membership shall be presented at registration. In addition, all responsible persons with a Dutch nationality are required to have a Dutch starting license. This license will be checked at registration.
3.3 Eligible boats shall only enter by completing the official entry form, available at the event website www.dartworlds.com, together with the payment of the required fee within 10 days after the registration has been made. Entries received without payment will not be confirmed until the entry fee is received in time. A list of confirmed entries will be posted weekly on the event website.
4. CLASSIFICATION
4.1 The ISAF Sailor Classification Code will apply.
5. FEES AND REGISTRATION
5.1 The entry fee is EUR 275, when registering before the 31 April 2008 and EUR 325, if registering after 31 April 2008.
5.2 The entry fee is to be paid in EUR (no other currencies accepted) by transfer to the bank account of the Dutch Dart 18 Class Association, the UK Dart Association, or to the applicable Dart Association of the non-EU countries. All cost of money transfer is to be paid by sender.
5.3 Competitors shall again register on site at the Regatta Office prior to competing in the event. Only boats that have completed their on-site registration and have completed the prescribed measurement check procedure before Sunday 10 August 11:00 hrs may subsequently collect the sailing instructions at the Regatta Office and are entitled to race.
6. QUALIFYING SERIES AND FINAL SERIES
6.1 The Championship is an open event. No pre-qualification is required.
6.2 The regatta will consist of a qualifying series and a final series when more then 120 boats have registered and confirmed entry.
6.3 The fleet will be split into final series fleets when 5 or more valid races have been sailed by Tuesday evening 12 August and after the last protest of that day. If less then 5 valid races have been sailed, the fleet will continue sailing the round robin.
6.4 When the last round robin race of a series is not valid for all starting groups, the race shall be abandoned for all concerned starting groups (addition to RRS 32.1). (explanation about qualifying will be published at the event website www.dartworlds.com )
7. SCHEDULE
7.1 Registration and measurement 9 August from 10:00 to 22:00 hrs 10 August 08:00 to 11:00 hrs
7.2 Dates of racing and number of races 12 races are scheduled with a maximum of 3 races a day 10 August Practice Race 1 11 August Racing* 12 August Racing* 13 August Spare racing day 14 August Racing 15 August Racing *) For qualifier series fleets, 1 race is considered to consist of the number of starts needed to start all qualifier groups.
7.3 The scheduled time of the warning signal for the practice race on Sunday 10 August is 14:00 hrs and for the first race on Monday 11 August is 11:00 hrs.
8. MEASUREMENTS
8.1 Each boat shall produce a valid measurement certificate. No official measurement certificates will be issued at the event. In addition, measurements and checks (including safety equipment) will be made at the on-site registration and may be made on the water.
8.2 All competitors shall only use one set of hulls, set of sails, mast, and set of rudders, which shall be identified during measurement. All equipment and crew shall be made available to the Measurement Committee during on-site registration.
8.3 In the event of damage, boats and equipment may only be substituted with the written permission of the Jury. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Jury or Race Committee and the written permission of the Jury shall be applied for before the end of protest time at the end of the day in which the substitution takes place.
9. SAILING INSTRUCTIONS
9.1 The sailing instructions will be available at the Regatta Office (located on camping “It Soal” in Workum) and will be published at the event website www.dartworlds.com at least one month before the first racing day.
10. VENUE
10.1 Attachment 1 shows the location of the Regatta Harbour and Beach Location.
10.2 Attachment 2 shows the locations of the Racing Area.
11. THE COURSES
The courses to be sailed will be an upwind - downwind course and / or trapezoid courses with inner and outer loops.
12. PENALTY SYSTEM
12.1. The decisions of the jury will be final as provided in RRS 70.4.
12.2. Arbitration will be in effect for protests involving rules of RRS Part 2 and may be used for requests for redress. The full text of this rule will appear in the Sailing Instructions.
12.3. RRS 44.1 is changed to permit a boat to take a 30% scoring penalty as calculated in RRS 44.3(c) during the arbitration hearing. (explanation will be published at the event website www.dartworlds.com )
13. SCORING
13.1. 4 races are required to be completed to constitute a series.
13.2. When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores.
13.3. When from 6 to 9 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
13.4. When 10 or more races have been completed, a boat’s series score will be the total of her race score, excluding her two worst scores.
13.5. The final score of every boat will be the sum of scores, except those excluded, in the qualification and final series.
13.6. If a points scoring penalty under the Arbitration System would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed.
14. SUPPORT BOATS
Support boats must register before the first start of the first race and shall carry their National flag and shall be marked with a numbered flag or sticker available from the Race Committee.

Boats and trailers shall be kept in their assigned places in the boat park.

18. RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and GPS equipment.
19. PRIZES
Prizes will be given as follows: The class perpetual prizes will be awarded to each member of the crews of the top 5 boats with the lowest overall score in each fleet, In addition, prizes will be awarded to the first 5 competitors overall and other different categories.
20. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority and the involved Class Associations, their officers, members and volunteers will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
21. INSURANCE AND SAFETY
21.1. Insurance will apply as follows: Each participating boat shall be insured with valid public liability, and third-party liability insurance with a minimum cover of ! 1,500,000 or the equivalent. A proof of this insurance (valid whilst racing at the venue) in English or Dutch must be made available at registration. Any competitor under the age of 18 years will be required to obtain parental/guardian consent.
21.2. Safety will apply as follows: RRS 40 (Personal Buoyancy) applies at all times while afloat. Competitors shall wear a wetsuit or drysuit. A towline and sufficient means to righten the boat shall be required.
22. RIGHT TO USE NAME AND LIKENESS
By participating in the 2008 International Dart 18 World Championship, a competitor automatically grants the International Dart Association, the Organising Authority and the sponsors, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or filmed television and any other reproductions of him/her taken during the period of the competition for the said Championship in which the competitor participates, without compensation.
