WORLD CHAMPIONSHIP 2008 INTERNATIONAL DART 18 CATAMARAN 9 –15 August 2008 Organized by the Dutch Dart 18 Class Association in conjunction with the Sailing Club Workum and the International Dart Association. The championship will be sailed on the IJsselmeer off Workum, the Netherlands. English will be the official language at the championship.
NOTICE OF RACE
1. RULES
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2. No national authority prescriptions will apply, other than those included in full in this Notice of Race.
1.3. Sails shall carry the full sail number and national letters on the mainsail. In a change to RRS 77 and RRS Appendix G, these national letters shall be affixed to the panel under the sail numbers.
1.4. RRS 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe is required.
1.5. If there is a conflict between languages the English text will take precedence.
1.6. If this Notice of Race is revised, revision will be published on the event website www.dartworlds.com
2. ADVERTISING
2.1 The regatta is designated category “C” in accordance with ISAF Regulation 20 - Advertising Code.
2.2 Boats shall be required to display a bow number and advertising of the event sponsors on both sides of both hulls in accordance with ISAF Regulation 20.3(d)(i).
3. ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the International Dart 18 Catamaran Class, holding a valid measurement certificate.
3.2 The person in charge must be a full paid-up member of a National Dart 18 Catamaran Class Association. Proof of membership shall be presented at registration. In addition, all responsible persons with a Dutch nationality are required to have a Dutch starting license. This license will be checked at registration.
3.3 Eligible boats shall only enter by completing the official entry form, available at the event website www.dartworlds.com, together with the payment of the required fee within 10 days after the registration has been made. Entries received without payment will not be confirmed until the entry fee is received in time. A list of confirmed entries will be posted weekly on the event website.
4. FEES AND REGISTRATION
4.1 The entry fee is € 275, when registering before June 30th, 2008 and € 325 when registering after June 30th, 2008.
4.2 The entry fee is to be paid in € (no other currencies accepted) by transfer to the bank account of the Netherlands Dart 18 Class Association, the UK Dart Association, or to the applicable Dart Association of the non-EU countries. All cost of money transfer is to be paid by sender.
4.3 Competitors shall again register on site at the Regatta Office prior to competing in the event. Only boats that have completed the prescribed measurement check procedure before Sunday 10 August 11:00 hrs and have completed their on-site registration are entitled to race.
5. QUALIFYING SERIES AND FINAL SERIES The Championship is an open event. No pre-qualification is required.
6. SCHEDULE
6.1 Registration and measurement are scheduled on August 9th from 10:00 to 22:00 hrs and on August 10th from 08:00 to 11:00 hrs
6.2 A total of 10 races have been scheduled with a maximum of 3 races a day, as follows: Sunday, August 10th - Practice Race Monday, August 11th - 3 Races Tuesday, August 12th - 2 Races Wednesday, August 13th – 1 Race Thursday, August 14th – 2 Races Friday, August 15th – 2 Races 6.3 The scheduled time of the warning signal for the practice race on Sunday is 14:00 hrs and the scheduled time of the warning signal for the first race on each of the racing days is 11:00. hrs.
7. MEASUREMENTS
7.1 Each boat shall produce a valid measurement certificate. No official measurement certificates will be issued at the event. In addition, measurements and checks (including safety equipment) will be made at the on-site registration and may be made on the water.
7.2 All competitors shall only use one set of hulls, set of sails, mast, and set of rudders, which shall be identified during measurement. All equipment shall be made available to the Measurement Committee during the on-site registration.
7.3 In the event of damage, boats and equipment may only be substituted with the written permission of the Jury. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Jury or the Race Committee and the written permission of the Jury shall be applied for before the end of protest time at the end of the day in which the substitution takes place.
8. SAILING INSTRUCTIONS The sailing instructions will be available at the Regatta Office (located on camping “It Soal” in Workum) and will be published at the event website www.dartworlds.com at least one month before the first racing day.
9. VENUE
9.1 Attachment 1 shows the location of the Regatta Harbour and Beach Location.
9.2 Attachment 2 shows the locations of the Racing Area.
10. THE COURSES The course to be sailed will be an upwind - downwind course.
11. PENALTY SYSTEM The decisions of the jury will be final as provided in RRS 70.4.
12. SCORING
12.1. 4 races are required to be completed to constitute a series.
12.2. When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
12.3. When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
13. SUPPORT BOATS Support boats must register before the first start of the first race and shall carry their National flag and shall be marked with a numbered flag or stickers available from the Race Committee.
14. BERTHING Boats and trailers shall be kept in their assigned places in the boat park.
15. RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and GPS equipment. Boats may be required to carry positioning equipment as specified and supplied by the organizing authority.
16. PRIZES Prizes will be given as follows: The class perpetual trophies will be awarded to each member of the crew of the top 5 boats with the lowest overall score. In addition, prizes will be awarded to other categories.
17. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority and the involved Class Associations, their officers, members and volunteers will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
18. INSURANCE AND SAFETY
18.1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 1,500,000 per event or the equivalent. Proof of this insurance in English or Dutch must be made available at registration. Any competitor under the age of 18 years is required to obtain parental/guardian consent and submit this at the on-site registration.
18.2. Safety requirements apply as follows: RRS 40 (Personal Buoyancy) applies at all times while afloat. Also a towline and sufficient means to righten the boat are required to be on board.
19. RIGHT TO USE NAME AND LIKENESS By participating in the 2008 International Dart 18 World Championship, a competitor automatically grants the International Dart Association, the Organising Authority and the sponsors, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or filmed television and any other reproductions of him/her taken during the period of the competition for the said Championship in which the competitor participates, without compensation.
